UAE Appoints Ciarán Carruthers as New GCGRA CEO
The United Arab Emirates' General Commercial Gaming Regulatory Authority (GCGRA) has officially appointed Ciarán Carruthers as its new Chief Executive Officer. This high-profile appointment marks a significant step for the region's developing gaming landscape. Carruthers takes over from Kevin Mullally, who resigned in November of last year for family reasons.
During the interim period, GCGRA chairman Jim Murren served as CEO. Murren expressed strong confidence in the new leadership, highlighting Carruthers' proven ability to build trust with governments and regulators across diverse jurisdictions.
"Ciarán brings exactly the calibre of leadership this role demands. The future of gaming regulation in the UAE is in exceptional hands. Welcome, Ciarán." - Jim Murren, GCGRA Chairman
Carruthers’ Extensive Industry Experience
Carruthers is a well-respected figure in the global casino industry, with a resume that includes C-suite positions at major operators like Galaxy, Sands China, and Wynn Macau. His most recent role was CEO of Crown Resorts in Australia, where he was instrumental in guiding the company through a significant overhaul of its anti-money laundering and responsible gambling protocols. His leadership helped Crown retain its operating licenses in Victoria and secure an unrestricted license for its Sydney property after a period of intense regulatory scrutiny.

Key Priorities for the New CEO
As the new GCGRA CEO, Carruthers faces several immediate priorities. He will oversee the continued rollout of legal online gaming, which began with the licensing of Play971 in November 2025. The regulatory approach allows for one online licensee per Emirate, creating a competitive environment for market access.
Another major focus will be the Wynn Al-Marjan Island resort development. The project faces a "modest delay" from its original Q1 2027 opening timeline due to the 2026 war in Iran. Carruthers will also be tasked with attracting other brick-and-mortar investments, with sources indicating keen interest from US and Asian companies for projects in Abu Dhabi.
Finland's Licensing Rush: Nearly 50 Applications Received
Finland's move to end its state monopoly on gambling is generating significant international interest. The National Police Board (Poliisihallitus) has received close to 50 applications for its new online gambling licenses since the window opened on March 1. This number is considered high for a nation with a population of just 5.65 million.
Juha Katainen, a senior advisor at the board's Gambling Administration, noted that the majority of applicants are international operators. This influx increases the complexity of the evaluation process, which involves a thorough assessment of corporate records, financial health, and certifications. The board is aiming to complete reviews within six months.
The End of the Veikkaus Monopoly
The new competitive market is scheduled to go live in July 2027, officially ending the long-standing monopoly held by the state-owned operator, Veikkaus. The future of Veikkaus itself is a subject of political debate, with the company being split into two entities. One will retain a monopoly on lottery and retail, while the other will manage online gambling and B2B services through its Fennica Gaming studio.
Many details of the new Finnish gambling license framework, including rules on advertising, bonuses, and player protection, have yet to be finalized. The Police Board is currently responsible for issuing the initial licenses before a new National Supervisory Authority takes over.
BetBlocker Strengthens Team with Monica Shafaq
In the responsible gambling sector, the free harm-prevention tool BetBlocker has appointed Monica Shafaq as its new Director of Strategy and Partnerships. Shafaq brings a wealth of relevant experience to the role, having previously served as CEO of Gordon Moody, a UK charity specializing in gambling harm treatment.
Her background also includes 13 years as CEO of the mental health organization Kaleidoscope Plus Group. BetBlocker founder Duncan Garvie praised Shafaq's contributions over the past six months in improving the organization's funding applications and strategic positioning. He described her as a "principled and compassionate person of rare calibre" and a vital addition to the team.
