UK Lawmakers Demand Sweeping Gambling Advertising Reforms
A coalition of UK MPs and peers has published a report urging the government to implement extensive reforms targeting gambling advertising. The All-Party Parliamentary Group (APPG) on Gambling Reform and Peers for Gambling Reform (PGR) highlighted that current measures are failing to protect children from industry marketing, which has become a pervasive part of daily life.
The report revealed that gambling companies spend between £1.5 billion and £2 billion annually on advertising and marketing. This has led to a saturation of gambling messages, with University of Bristol research noting that such messages during Premier League broadcasts tripled between 2023 and 2025. The call for a UK gambling advertising crackdown is based on evidence that early exposure increases the risk of gambling-related harm later in life.
Key Recommendations for Stricter Controls
The groups criticized the current self-regulatory framework as “inadequate,” pointing to the limited impact of measures like the “whistle to whistle” broadcast ban. To address these failures, the report proposed several key reforms:
- A complete ban on gambling ads before the 9pm watershed on all platforms.
- An end to most sports sponsorships, with exceptions for horse and greyhound racing.
- Tighter restrictions on influencer and content marketing.
- A ban on gambling adverts within children's video games.
- A prohibition on advertising high-risk products like online slots.
While proponents argue these changes are necessary, the Betting & Gaming Council has previously cautioned that overly restrictive regulation could push consumers toward unregulated black-market operators. The report, however, suggests the threat of the illegal market is “frequently overstated” by the industry.
Operator Financials and Strategic Market Moves
Across the industry, major operators are making significant strategic moves. Betsson and Banijay Entertainment have both announced major Q1 2026 developments, showcasing different paths to growth and market consolidation.
Betsson's Q1: Italy and LatAm Drive Growth Amid Overall Dip
Betsson reported a 3% year-on-year decline in total group revenue for Q1 2026, which stood at €285.3 million. Despite this, the company saw strong performance in key regions, with Western Europe revenue growing by 10.3%, primarily driven by an all-time high in Italy. CEO Pontus Lindwall credited this success to a long-term strategy.
“I think Italy is a good example. We took costs and negative profits in that market for some 10 years before we became profitable. And that's what it takes to build your position in a big B2C market.” - Pontus Lindwall, CEO, Betsson
Latin America also continues to be a crucial growth engine, with revenue rising by 25% and now accounting for a third of Betsson's total. The company is also active on the M&A front, with its acquisition of Rhino Entertainment Group expected to close by early Q3. Lindwall confirmed M&A remains a “constant part of our growth strategy.”
Banijay Finalizes Tipico Acquisition to Create Gaming Giant
Banijay Entertainment has completed its acquisition of German-facing Tipico Group, creating a new powerhouse division called Banijay Gaming. The deal, which involved purchasing a 65% stake from CVC Capital, brings Tipico together with Betclic and Admiral Austria. This new entity boasts a combined customer base of 6.5 million across several key European markets.
The strategic move creates a scaled European platform with significant financial muscle. On a pro forma basis, the combined assets would have delivered €7.4 billion in revenue and €1.6 billion in adjusted EBITDA in 2025. The company anticipates double-digit growth and synergies estimated at €100 million in the medium term.
| Company | Key Q1 2026 Strategic Focus | Reported Metric |
|---|---|---|
| Betsson | Growth in regulated markets (Italy, LatAm) & M&A | €285.3M Q1 Revenue |
