Ukraine Online Casino Survey Shows 86% Prefer Legal Sites

A landmark Ukraine online casino survey reveals an 86% channelisation rate toward legal operators, highlighting a major shift in the newly regulated market. This development comes as European regulators advance consumer protections, with Italy set to launch its "Portale delle segnalazioni" dispute platform and the UKGC's interim CEO defending controversial financial risk assessments. Meanwhile, corporate expansions continue as LeoVegas rolls out its proprietary Tiger sportsbook in the UK.

Ukraine Online Casino Survey Reveals High Channelisation

A government-commissioned study in Ukraine has found that an overwhelming 86% of online casino players prefer to use licensed operators. The new Ukraine online casino survey shows a strong preference for the regulated market, with 78% of participants stating they have no plans to use unlicensed, illegal platforms. This data highlights the success of Ukraine gambling channelisation efforts since the market's legalisation in 2020.

The research, conducted by the SOCIOINFORM Sociological Centre for Ukraine’s Ministry of Digital Transformation, surveyed 2,676 players between May and June 2026. Despite the positive trend, the black market persists, as one in five players knows someone who gambles on illegal sites. The primary reasons for using unlicensed platforms were quick registration without identity checks (33%), anonymity (17%), and a lack of betting restrictions (16%).

Player Demographics and Motivations

The survey paints a clear picture of the average player in Ukraine as a middle-income, educated individual. A significant 42% of participants hold a higher education degree, and the audience is predominantly male (73%). Key motivators for playing include curiosity and excitement (40%), distraction from daily life (21%), and taking advantage of promotions (20%).

While most players (59%) described their gambling as controlled and recreational, a notable 35% admitted their play can become uncontrollable. Additionally, nearly a quarter of respondents reported chasing losses or overspending. These findings provide critical insights for the national regulator, PlayCity, which issued 250 licences in its first year and is actively cracking down on illegal gambling ads on platforms like Kick.

Gaps in Responsible Gaming Awareness

The study also uncovered significant gaps in player awareness of responsible gaming tools. While 64% knew such measures exist, familiarity with specific options was low. Only 10% were aware of the national Register of Persons with Restricted Access to Gambling, a key consumer protection tool. This highlights an ongoing need for player education initiatives to support the market's health.

European Regulatory Updates: Italy and UK Take Action

Across Europe, regulators are focused on enhancing consumer protection and market oversight. Italy and the United Kingdom have both announced significant developments aimed at creating safer and more transparent gambling environments.

Italy Launches \"Portale delle segnalazioni\" for Disputes

Italy’s Customs and Monopolies Agency (ADM) is set to launch a central complaints portal on September 10 to handle disputes between players and licensed operators. The platform, named Portale delle segnalazioni, is a core component of new Italian gambling regulation. Under the new system, operators have 72 working hours to respond to a customer complaint, after which the player can escalate the issue to the ADM for review and potential intervention.

This initiative is funded by Italy’s new online gambling licensing regime, which required operators to pay €7 million for a concession. The ADM is also developing a cybersecurity \"protective shield\" with IT group SOGEI to block unlicensed operators. However, the government has stalled on modernising its land-based gambling sector, pushing that reform agenda into 2027.

UKGC's Interim CEO Defends Regulatory Balance

In the UK, the Gambling Commission's interim CEO, Sarah Gardner, defended the regulator's approach amid ongoing industry debate. Gardner, a 17-year veteran of the Commission, emphasized the challenge of striking the right balance between player freedom and consumer protection. She addressed the controversy surrounding the regulator's affordability checks, officially known as UKGC financial risk assessments (FRAs).

\"Regulation can be a pretty thankless task because you can never please all the people... What we’re currently doing on financial risk assessments, controversial though that it is, is a really good example of striking a balance because that is about finding a more sophisticated way than currently exists to hone in on the consumers who actually need the support.\"

Gardner argued that FRAs are designed to be less intrusive for the majority of players while effectively identifying those at risk. Her comments come during a period of leadership transition at the UKGC, following the departures of CEO Andrew Rhodes and Director of Policy Tim Miller earlier this year.

Leading operators are continuing to expand their product offerings and market presence. LeoVegas and DATA.BET have both announced significant launches, signaling continued innovation in the sportsbook and esports verticals.

LeoVegas Unleashes \"Tiger\" Sportsbook in the UK

LeoVegas has officially launched its proprietary LeoVegas Tiger sportsbook in the competitive UK market. The platform is now live across its key brands, including BetMGM, LeoVegas, and BetUK. This rollout follows successful launches in Denmark, Brazil, and Sweden and is built on the Tipico US platform acquired by the group in 2024.

US Politics and Gaming: Trump's Las Vegas Rally

Former President Donald Trump Las Vegas visit this week put a spotlight on the intersection of politics and the gaming industry. Speaking at Red Rock Casino, Trump touted his US gambling tax policy changes and endorsed Nevada's governor in a closely watched race.

Trump celebrated his \"no tax on tips\" provision, which allows hospitality workers to deduct up to $25,000 in tipped income. However, this tax break is temporary and set to expire in 2028. His visit also highlighted economic pressures on Las Vegas, including a 7.5% drop in visitation in 2025 and new tariffs that have increased costs for gaming equipment manufacturers. High-profile figures like the Fertitta family and Dana White were in attendance, showcasing the deep connections between the former president and the city's gaming magnates.
